Civil defence in the US is primarily a State responsibility, not a Federal one.
Michael Moore should be writing letters to the Governor of Louisiana, who is Commander in Chief of the National Guard. I agree that Bush's response could have been better, but most of the problems stem from the State government's inability to cope. Not everything is Bush's fault, Mike.
Another casualty of Katrina: Something Awful.
When a huge proportion of the national guard of the two states affected is out on duty in Iraq, then that might have something to do with Bush.
Since it would be wasteful (wasteful, I say) to do this any other way, here is another link of links to information about New Orleans, include video files for those of us who have given up on reading.
This article pretty much confirms what I was saying. Blanco is being a bitch and not giving Bush the authority he needs. There's no lack of troops to help, but Bush needs the permission of Blanco and other Governors to send them in, and it appears politics is getting in the way.
Oh, and the finding/looting thing is pretty much bollocks, isn't it? Two pictures cherry-picked from the hundreds that must be out there to make a political point.

Perhaps we could kill two birds with one stone, as it were, & encourage Cindy Sheehan to go and distribute some food to the deserving in New Orleans :-)
Actually, let me think about this, and stop taking the piss (difficult when it comes to Moore & Sheehan, but possible), not the people wondering why the Federal Government aren't rushing to save their parasitic arses.
In order to be 'deserving' of rescue in New Orleans, you'd need to:
- have prepared for disaster with a good supply of food and water
- have prepared for civil unrest in the case of disaster, by arming yourself & adult members of your family
- given the above, decided to stay rather than evacuate
These are the people who Americans should be rushing to help.

Sorry, but sometimes it amazes me how people can do absolutely nothing to help themselves, and then complain when assistance (most likely paid for by other people) is slow in coming.
This is just another reminder (I've had a few lately) that there's one person responsible for my safety and security: me.
America, in fact the world, needs more politicians like this.
